Good news for vehicle owners in Hyderabad city! If you have been avoiding payment of piled up challans for violation of traffic rules — knowingly or unknowingly — for months and years now, here comes a big relief. Now you can get rid of the burden at once by paying just a part of the pending amounts.

The Hyderabad traffic police have announced a ‘one-time discount’ scheme on pending traffic challans. The scheme is valid from March 1 to 31, 2022. The common relief is being offered to all as part of the e-Lok Adalat

The Hyderabad traffic police department said in a press release that the decision was made as a ‘humanitarian gesture’ as people from Hyderabad had faced economic hardships during the last two years of the Covid-19 pandemic. About 85% of the challans pertain to two-wheelers and autos, which belong to the middle and lower middle classes.

Rachakonda traffic DCP D. Srinivas said the police website https://echallan.tspolice.gov.in/publicview is being updated with the new feature of discount to enable people to pay their pending challans at a discounted rate. The discount feature will be activated on the site by March 1, the official said.

How much discount on what?

As per the e-Lok Adalat relief for payment of pending challans at a discount, people have to clear all their due amount at once.

  • For 2-wheelers (all bikes), the owners need to pay 25% of all their pending challan amount.
  • For push carts and petty vendors (39b cases), they need to pay only 20%, and the remaining 80% will be waived off.
  • For light motor vehicles (LMVs), cars, jeeps and heavy vehicles, 50% discount will be offered; the remaining 50% will be waived off.
  • For Road Transport Corporation (RTC) buses, only 30% needs to be paid, the remaining 70% will be waived off.
  • A service charge of Rs 30 will be added to the discounted amount automatically on the portal while making the payment, the officials said.
  • Log on to the Telangana traffic integrated e-challan portal https://echallan.tspolice.gov.in/publicview
  • Enter your vehicle details as usual and here all the challans will be displayed on one side.
  • Then, click on pay and you will be redirected to the payment portal where the discounted amount will be displayed.

“The sum total of pending challans will be displayed as usual. Just beside it, depending on the kind and model of vehicle, the discounted amount will be available” DCP Srinivas said.

Notably, the Hyderabad traffic police issued 70.3 lakh challans as of December 2021. Most of these are related to over-speeding and not wearing helmets. Out of those charged for over-speeding, only 40% of the challans have been paid by the offenders. The other 60% are still pending and have added to other violations in the past eight years. The sum of the total number of challans as of now is Rs 600 crore.

Rs 600 crore pending e-challans force police to offer one-time settlement

There are about 1.7 crore pending e-challans in the city in the past 7 years, the officials said. With Rs 600 crore of e-challans yet to be paid for various traffic violations in Hyderabad alone, the department is forced to offer a one-time settlement across the state in the form of huge discounts. The move is aimed at reducing the financial strain due to the impact of Covid-19. There are about 1.7 crore pending e-challans in the city alone in the past 7 years.

“There has been an impression in some sections that police have been slapping challans unreasonably only to make revenues for the department. To erase this impression from the public mind, and also keeping in view the financial distress due to Covid-19, we decided to offer a one-time settlement. More than 60% challans are against two-wheelers,” the DCP said.
